Financial Ombudsman and Deputies

Michał Ziemiak, PhD, Financial Ombudsman
Attorney-at-law, assistant professor at the Department of Insurance and Medical Law at the Faculty of Law and Administration, Nicolaus Copernicus University in Toruń, and a member of the Polish branch of the Association Internationale de Droit des Assurances (AIDA). He acted as an consultant and trainer for insurance companies, investment fund associations, brokers, agents, and other financial institutions. He is the author of more than 100 articles, commentaries, studies, and press publications in the fields of civil law, insurance law, banking law, consumer protection, and medical law.


During his 12-year career as a legal advisor, he has primarily focused on providing ongoing support to business entities, including insurance intermediaries (brokers and agents), as well as handling cases for clients of financial market entities. This includes cases related to loans indexed/denominated in foreign currencies and claims for compensation and other benefits under insurance contracts. He has also been involved in reviewing development strategies, drafting documents, planning solutions, and products, including those for financial market entities.

Marcin Kawiński, PhD, professor at the Warsaw School of Economics, Deputy Financial Ombudsman

Doctor habilitated in economics and professor at the Warsaw School of Economics. He heads the Department of Social Insurance at this university. Coordinator of multiple research teams on projects related to financial markets, particularly in insurance and pensions. Author of numerous publications in these areas and editor-in-chief of the scientific quarterly “Social Insurance: Theory and Practice.”


In the past, he has collaborated with the Financial Ombudsman’s Office. He was also an arbitrator in the Arbitration Court at the Polish Financial Supervision Authority.


He has extensive experience in international activities. He has served on advisory and consultative bodies at the European Commission. For example, in FIN-NET, a network of national organizations is responsible for out-of-court settlement of consumer disputes in the area of financial services. He was also involved in the work of FIN-USE, a forum for financial services users, and FSUG, a working group on financial services, whose task is to present the perspective of financial services users in the process of developing and implementing EU financial policy.


He also cooperated with European organisations supporting EIOPA, the European Insurance and Occupational Pensions Authority. He participated in the work of, among others, BSA – Banking Stakeholder Group, IRSG – Insurance and Reinsurance Stakeholder Group, and OPSG – Occupational Pensions Stakeholder Group.


Dorota Habich, General Director

Dorota Habich is a graduate of the Faculty of Law and Administration at the University of Gdańsk, as well as the National School of Public Administration in Warsaw and the Postgraduate Studies in Human Resources Management at the Warsaw School of Economics. She also attended the Polish-French Insurance Institute in Warsaw.


From 2016 to 2024, she served as the Deputy President of the Board for Program Affairs at the State Fund for the Rehabilitation of Disabled People. Between 2007 and 2016, she was the Vice-President of the Central Office of Measures. From 2004 to 2006, she held the position of Director General at the Ministry of Social Policy and the Ministry of Labour and Social Policy. Prior to that, she worked at the State Office for Insurance Supervision and the Office of the Insurance and Pension Funds Supervisory Commission, where she served as Director of the Human Resources, Training, and Organization Office and Director of the Director General’s Office. Since 2002, she has been an appointed civil servant.
