Financial Ombudsman and Deputies

Dr hab. prof. UŁ Mariusz Jerzy Golecki was appointed as the Financial Ombudsman on October 12, 2019.

Professor at the Faculty of Law and Administration of the University of Łódź. Chairman of the Council for Counteracting Tax Avoidance at the Minister of Finance, Chairman of the Main Adjudication Committee in cases of Violation of Public Finance Discipline. In 2016–2017, he was the director of the Legal Department at the Ministry of Finance and the director of the Department of International and European Law at the General Prosecutor’s Office of the Republic of Poland.

A graduate of the Faculty of Law and Administration at the University of Warsaw (1998) and the University of Cambridge, UK (Trinity College 2002). From the beginning of his scientific work, the subject of his research were capital market regulations, in particular derivatives. The author of nearly 80 international publications on the economic analysis of law and capital market regulation. Since 2001, he has been carrying out research in cooperation with leading research centers in Germany, Switzerland, Great Britain, the Czech Republic, Italy and Hungary.

Andrzej Kiciński, Deputy Financial Ombudsman

Since March 2020, Andrzej Kiciński is the Deputy Financial Ombudsman, supervising the activities of the office inrelation to the insurance and pension market and educational initiatives. He has been associated with the insurance industry since 1994. He specialized in issues related to the creation and sale of insurance services and consumer protection issues on financial markets. Andrzej Kiciński has worked in the Generali Group, PZU Group and BTUiR Heros Life. Next, he was the director of the Customer Protection Department at the Office of the Polish Financial Supervision Authority. In the Polish Chamber of Insurance, he coordinated cooperation with institutions of the insurance market and between sectors.

He is a graduate of the Faculty of Management at the University of Warsaw, Postgraduate Insurance Studies at the Warsaw School of Economics, and Postgraduate Studies at the Vistula Academy of Finance and Business in the field of Insurance Specialist. He is involved in scientific and research activities in the field of economics and finance.

Paweł Zagaj, Deputy Financial Ombudsman

Since 2016, Paweł Zagaj has been the Deputy Financial Ombudsman supervising the Out-of-Court Dispute Resolution Department. Previously, for 7 years he was associated with the Office of Competition and Consumer Protection. He was the Head of the Strategy and Analysis Department and the Consumer Policy Department in the Department of Consumer Interest Protection at UOKiK [the Office of Competition and Consumer Protection]. In 2011, he was the Consumer Attaché at the Permanent Representation of the Republic of Poland in Brussels, and at the same time chaired the Working Group for Information and Consumer Protection in the EU Council. In his professional career, he participated in legislative work on consumer protection solutions on the financial market, as well as participated in negotiations aimed at adopting the directive on alternative dispute resolution methods for consumer disputes and the regulation on online dispute resolution, as well as in the work implementing the above-mentioned directive to the national legal order.
